Google Play App Licence

Hi,

Just wondering if anyone knows if you need to buy a Google Play licence to have the Google Play app pre-installed on a device?

I know when you buy a phone/tablet etc the Google Play app is pre-installed but I am looking at getting a touch screen designed and manufactured and was told that you need to buy a Google licence to have the Google Play app pre-installed on a device.

I can't seem to find anywhere where you need to buy a licence etc.

Anyone know where I should be looking to find this information as I can't seem to find anything?

There is something called Mobile Application Distribution Agreement (MADA) that the hardware manufacturer must sign with Google to have Google Play Services on their device. This came into light recently when Apple produced in court (as part of their ongoing litigation with Samsung) a MADA that Samsung signed with Google.

This is why Google Play isn't included on some Android devices.
