Android Question Ho to realize a 'phone' app ?

First consideration, it seems to me that the classic app used to make phone calls can be set, and therefore is not part of the native operating system but is a separate program
Second consideration, the various audio recorders of telephone calls, for some strange reason are unable to correctly record the incoming audio of a telephone call

Question: how to create a 'phone' app so that it is possible to obtain an effective audio recording of telephone calls?

For whatever it's worth, one of the phones I have is a Unihertz Jelly 2. The phone app in it has the built-in feature of recording phone calls, where both sides are heard. "..Don't hold your breath.." is a phrase that has no equivalent in Italian
I imagine it means, "..this thing I'll do when I can.." is correct?
