You need to enter the iPhone / iPad IP address not the address of the Mac computer.
The IDE will connect to the iPhone and will allow you to install the app and to debug it. You can also download the ipa file after you compile from the build server menu.

Yes the Windows computer must be able to connect to the hosted builder over the internet and to connect to the iPhone directly over the local network. The iPhone also needs an internet connection to download the ipa file from the hosted builder.
