Android Question How to check if a sim card is present in the phone?

Good day to all,
Is there a way to check if a SIM card is presently inserted in the android phone?
What I'm trying to achieve is to restrict the phone functionality of the device when my app is running or totally disable phone functionality (Call and Messaging - Incoming and outgoing).
Or not start my App if a Sim Card is detected...

Did you look at this:
Dim myphone As PhoneId 'need phone lib
myphone.GetSimSerialNumber 'this returns a blank string if the sim does not exist
