I have a problem guys

How to convert latitude and longitude
for example below deg,min,:
Latitude---> 528.8556 N
Longitude--> 12035.6850 E

I want to turn into this decimal so i can plot in google url parameter

lat -->> 14.513715"
long--> 121.058550"
