hi, im going to make a program that send to every single mobile that installed it a notifications like on 4:00am how i can do it like this

You would need GCM or Parse Notifications

If you don't need to retrieve any data from a server, you could just schedule a service to 4am and start de notification.
Otherwise you will have to go with GCM or Parse as thedesolatesoul said.
