Android Question Internet connection affecting speech recognition quality??

Hi. Sorry if this isn't the best place for this question.
I'm writing an English learning app that involves speech recognition.
It uses Google speech recognition. It seems to me that being connected to the Internet makes the VR smarter and better at detecting speech.
Could that be the case?
