No, because this feature (SMTP Standards) would depend on the mail client and they all don't support it. So, it would be a hit and miss thing. You're talking about read confirmation for the return receipt right?
If it's critical to have this and for it to work 100% of the time, then you would have to write your own communications VPN. The only case I can see for this would be to enforce privacy/encryption to meet a client requirement. This would be done, for example, for HIPPA compliance to name but one. I have written this before for another project.
