Need a superior developer for a data collection app.

I am looking for someone who can develop some software for use on a Galaxy Tab for collecting field data on utility poles. Data such as- GPS, pictures, pole attachments, pole violations, etc...
The other important thing this software must be capable of is that it must be able to accept an algorythm, or graph from a tool that I use via bluetooth.
I dont know anything about code writing. I only know what I need.
