Need developer to create an order system

Hi,
Need help creating a simple material order system.
ASAP

Application allows a user to orders of items required for delivery to a specific job location.

Mobile user selects items from list and specifies required quantities,.
The required items are emailed as csv list in body of email.

Two list are download from web server, first is a current active list of jobs and the second is a predefine list of items to order from.
The jobs list is less than 200 at any one time while the materials list is currently 3000 items.
Materials are grouped by category and searchable.

Expect this project to be complete in days.
Will pay by the hour upon negotiation.
