Android Question New Play Store Warning "You have not completed a government apps declaration."

While updating my app, a new warning has appeared: "You have not completed a government apps declaration." with no links to any explanation such as other warning messages.
The "Policy status" and "App content" sections do not show anything to be completed.
This does NOT prevent the apps to be updated, though.

Google Play Console: "You have not completed a government apps declaration."

I am submitting an update of my app on Google Play Console. I get the following message: You have not completed a government apps declaration. What does that mean and what should I do?

They just want to know if the app is used for municipalities, state schools, etc

Yes, it wasn’t displayed until I did a refresh of the page.
