panel is transparent to the commands below.

I'm writing an app, on the main page there are 3 buttons. by pressing one of the buttons opens a panel that covers the main course.
The problem is that if I touch the panel in correspondence of these buttons are active and therefore running their code. It is normal that the panel is transparent to the commands below.
Use the latest version of B4A.
