Android Question Play Store - can't upload internal testing app without privacy policy

I'm trying to put a new app into testing on google play store, it's been a while since I did this.
I get an error on upload:
"Your APK or Android App Bundle is using permissions that require a privacy policy: (android.permission.READ_PHONE_STATE)"

How can I circumvent this? I'm not given any link to paste in a privacy policy URL or anything like that.
