Privacy Policy at Google Play

If I read correctly, we are suppose to provide a link or your app will be unpublished within 30 days? Do I need to subscribe to own a Website to display Privacy Link or can we just sign up with free one and show the link? Thank you

Google Play Developer Program Policy (“Content Policy”) Update
As of July 31, 2012, the new Google Play Developer Program Policy (“Content Policy”) will be in effect for all new applications submitted to the service. Any pre-existing applications must achieve compliance or be voluntarily unpublished by the developer within 30 days of the issuance of this notification.

To me it looks like they have just added some things to their content policy and we are to make sure our apps are in compliance. I read the "new" policy and am not sure what has changed other then the ad behavior.
