Remapping the hard buttons

Does anyone know of an API call or can offer a code snippet that will remap the hard buttons? I have to write an app that doesn't allow the user to shut down a tablet after it has been turned on -- at least not with power on/off button which would be the first thing they'd try. I want the tablet to be a tabletop kiosk.
