Send/Receive Audio via UDP

Hi, Is there a library or examples how to send/receive audio via UDP (or TCP, which should almost be the same)? I understand there is some VOIP stuff here but that seems to require some sort of provider. I just want to be able to send audio from a phone's mic and receive audio and play it through the speaker in my app. The audio will most likely be coming from/going to a windows box. It may even connect to the windows box via bluetooth if in range, at least as an option.
