Sounds like the old Email Bombs/Floods. I often thought of making stuff like this for the online voting shows to make the good people win instead of the one all the 13yr old girls picked. Might be cool to see if there is a speed limit or at what point the carrier gets ticked.

Would they count more than one vote per number?

Most allow 5-10 votes per number. This would mostly be to speed that process up instead of typing each time. Some allow unlimited votes I've seen and heard on radio contests and such too which this would really make a mess with.

The set limit on the droid hardware is 100 per hour - so I have set my other similar blasters to Rnd(46000,88000) so I never go over the max hardware alert.

Likewise, when this was being used with call lists - the provider gave me a call when my daily hit 10,000

100 per hour seems pretty low and wouldn't even reach half the 10,000 per day mentioned. Do you mean per minute?
