Android doesn't provide access to SPI. You need to use Raspberry Pi or Arduino for that.

Erel thanks for your reply.
I decided to build an SPI to USB or UART converter hardware. Is it possible to read data from USB or UART at 1ms intervals with android.

Check UsbSerial or felUsbSerial libraries. I do not know whether they will be fast enough or not.
