unblock

Does anybody know how to unblock a chm file in windows 7 so you can read it? I can get to the property sheet and click on unblock then apply but when I go to read file it turns up still blocked.

It may be because of the directory it is in. I had something similar in Vista when to unblock a chm file in a subfolder of "Program Files" I had to move it to a "normal" folder, unblock it there and move it back afterwards as anything under Program Files" has extra protection for security.

Thanks agraham, I don't what this means but all I did was to turn read only attribute off and then when I did unblock it worked. Does that make sense?
