Android Question Updating an app

When I upload to Google a revised version of an app I fill in the box showing what the latest changes have been. When the new version of the app gets installed and run I don't see the 'what's new' information. To get that do I have to write it into the app, say in a panel that only gets shown the first time the app is run or should it appear anyway?

It takes a while for Google Play to update the information, that's normal.
