I'm not familiar with 'direct data MCU' though it seems that managed code like Basic4ppc (or C#) will not suffice here. You will need a lower lever programming language like eVC.

Some people have connected devices to pocket PC's via USB.
Google it. You won't find an easy solution.

I have followed this route for several years.
In short. There is no current way to create an interface between
a USB device using Basic4ppc at this time.
