What does the locale ”dk_DZ” mean?

On my public website I log the visitors languages. I had a look at the stats today and found that I had a user with a mobile phone, where it reported the language to be "da_DZ".

da means Denmark
DZ means Algeria

The format is language_TERRITORY. Meaning we can have en_US for English in the USA. And en_AU for English in Australia. Not very difficult to grasp, really.

But then we're back to da_DZ. By the above logic this would mean Danish in Algeria. Which seems like such a strange combination that I'm finding it difficult to accept it. I simply doubt there's a Danish-speaking community in Algeria.

Does someone know with (close to) certainty what this is about?

The ISO 639-1 alpha-2 for Danish is da. dk is unassigned, so I "don't know" or something close to that?

Algeria has three assigned codes (so take your pick):
ar-DZ Arabic
fr_DZ French
kab-DZ Kabyle 'Unfamiliar to me, and not two letters

Edit, as an Aside from wiki:
Kabyle is from the Berber language group and has a wide variety of dialects.
"In 2004, Canadian linguist Jacques Leclerc estimated that there were 3.1 million Kabyle speakers in Algeria (9.4% of the total Algerian population)[1] and 500,000 in France."

Oh, I made a bad typo. I meant to write da, not dk - sorry. I corrected my initial post.

The only explanation I can come up with was that somebody was messing with me and manually edited their locale to be weird. Doesn't sound likely at all, but at the moment I can't come up with a better explanation...
