why we need lib file?

could somebody told me why we need lib files in some case?
i am new here, and i learned some perl script before

The lib files expand the functionality of B4PPC

e.g. if you wanted to communicate with the internal GPS
you would need to write a lot of code (if at all possible)
but if you use the GPS lib you would be up and running in about 4 lines of code
