Android Question 3G/4G signal boost

Hello!
Is there any way to enhance programmatically the sensitivity of 3G/4G receiver of the mobile phone? Or force the mobile to change cell, because I have noticed that if the signal of the current cell is very bad but not unusable, the device does not change cell immediately!
