Android Question Access android file via browser

How could I make it so that using a browser on a computer on the same network as the cell phone I can view an image generated by the application? (like https://iport). I've seen several apps that do this with streaming but I wanted it with a jpg and I have no idea how to do it.... anyone with any ideas?

(If there is someone who knows how to generate an android screen stream that would be great too!)
