I think this is just another market wich links to the original android market if you want to buy an app. There are many of them: www.appbrain.com for example is another one.
Most time they just provide better search functions and some additional informations about apps (update history etc.).
I don't have any problems with it.
Agreed regarding functionality, but at the expense of ads, such "Heidi's hot locks".
Anyway, are you sure that the turn-over generated by theses sites are flowing into the correct channel? If so, these guys must have your financial details, which Google promises to never share.
Even if your app is not free, the download button directs you to Android Market. So this site (and some others) is just indexing Android Market and has no any financial or other detail of yours that is not populated by Google.
One good thing you can do is just search Google for your app name and you will see how many market indexing sites are out there, but all of them direct you to Market so you can pay or download the app.
