Android Question Anyone Know How to Determine Time Format on Phone?

How can I determine what the current time format is on the phone or device?

For example, I want US users to use 12 hour time, and Foreign users to use 24 hour time in my app automatically, plus, I need to push notifications based on time...

I'm guessing that it comes from the phone lib, but I really can't find it and several searches for me turned up nothing pertinent.
