A question :
PublicKey is or is not the public Key RSA in 64Base indicate at the account of the seller in Google Play

Can you propose an example with ALL the updated necessary code? I am really lost on all these questions.

Yes it is the Base64 key that is displayed in the developer console.

Because of the weakness in English language, i have difficulty in seeing the difference between public key and private key :
Public key identifies the seller on the market ?
Private key forbids the access to the code for a pirate or makes it more difficult ?

Can you confirm me that: It is thus compulsory to put both in an application.

No. You should add it to the manifest editor. Not the manifest file.
