iOS Question Appstore ipa

Hi all,

I am confuses.

I work at a window 7 pc.
Have a ipa file created.
ITunes connect.
Then I try downloading the ipa file in the appstore.

I have problems with :
Prerelease:
Builds:
Submit your builds using Xcode 5.1.1 or later, or Application Loader 3.0 or later.

Do I understand well that you should buy a mac computer to download a ipa file in the appstore?

You need a mac to upload your ipa to itunes connect.
But you can use a service like macincloud
