Is there a way to "toggle" the auto sync setting?

By doing so, it will force the system to get a sync'd time - otherwise one must wait until it (system / device) decides to sync (possibly 10 days from now).

Not possible. It requires the android.permission.WRITE_SECURE_SETTINGS permission that is only granted to system apps.

I guess the only work around is to ask the user to toggle the auto sync when the clock is not correct ( a user judgement call ).
I also require (force) the user restart the device every three days - this will auto sync.
