Android Question AVD manager will not run

I am trying to test out a program using the computer via an emulator but I am unable to run the AVD manager. All it does is pop up a black DOS screen which it then quickly closes. I can simulate the project via Bluetooth on my phone but wanted to use the computer to do the simulation. I am using a computer running Windows 7. Any ideas to what is causing the problem?

I am using version 3.82 of the program which I believe is the latest.

Try to open it from Android SDK Manager and see whether it opens.
