B4J Question B4JPackager11 and Windows LTSB

I released my app compiled with "Integrated B4JPackager11" The customer tells me that starting the application from Windows 10 LTSB and does not start.

The customer says that starting a debug they are told that it is not compatible with LTSB. Is such a thing possible?

Windows 10 LTSB is a Long Term Support Branch of windows 10. Is is functional reduced and can not be used with all Software. My tests with Java 11 showed me: incompatible. That's why I am not accepting users with LTSB Windows.
