Android Question battery life using camera

Witch operation drains more battery for long use operation of torch ?
1. camera initialization and relese in order to light the torch
2. toggle the torch on and off with camera active
Is a good practice to keep camera active while the user is not using it ?

It is better not to keep the camera active when it is not needed.
