block apps

Hello, while I thought it was not possible, I just saw an app doing exactly this: killing the task manager, and hiding the notification bar. Since I now have my app in some sort of Kioski mode (getting it to run as a home screen), I wonder if anyone can help me out upon on which permissions I should invoke in order to accomplish killing apps (in particular system apps), without rooting. I've seen some examples using the os libraries, unfortunately it didn't work for me.

Thank you!
