I am developing an application and I need turn on ( and turn off) the bluetooth radio by software subroutine.

Someone can help me?

This freeware: http://www.freewareppc.com/communication/ciclebt.shtml
turns the Bluetooth On and Off (if it is on it turns off and vice versa).
You could try to open the bluetooth port.
If you don't succeed then use Shell to launch this application.
