This is a power saving method that workds on OLED phone screens. It uses an OpenGl call to set the current going to the color leds, I would be interested in creating the red & green modes and have a return to normal function

Checkout OpenGL or OpenGL2 libraries. I'm not an expert in this field so I do not know if it is possible or not.

Actually it doesn't. This needs modification and recompile of Android itself so that the low-level window compositor works in OpenGL mode (not possible on all hardware). It's a non-starter.
