Can't set parent of a button

Hello,

I have an activity with a panel glued to the bottom of the screen (full width).
On this panel I would like to put my buttons.

In one activity this is perfectly possible:

In another this does not seem to work: tried "generate members", "bring to front" etc ... I must be missing something simple...
