Android Question CCTV from device to device over 3G

Is it possible to send the livestream from the cctv-example from device to device over 3G? I know, that the ip changes from time to time and so i need a dyndns-service and a portforwarding, if i want to get it out of my home-network, but is it not possible to send it to the current ip of the devices? I have tested it with the IP of my phone, which is for example 109.41.13.1XX....but nothing...

It is not possible as mobile networks don't allow incoming connections (like most firewalls).

As Erel said, most networks won't allow it. You'll have to arrange some kind of intermediary server, which both devices connect to.
