Wish Check Activity when generating members in designer

To avoid generating views and events via the designer in the wrong activity it could be a alert, if the Activity.LoadLayout statement of the given bal-file is NOT in Activity_Create of the given activity.

Also, if there is already a Activity.LoadLayout defined, it could be opened automaticly after choosing "Open Designer".
