Android Question connecting to remote mysql with public ip address

hello developers
am new in b4a and was requesting if it is possible to connect to a remote mysql without using php
for example i have mysql server public ip address 42.xxx.xx.xxx
mysql user name username1
mysql password 23343
can i be able to connect to the server and querry it since i can access the server via Mysql administrator

do you mean php myadmin as mysql administrator or remote access?

remote access requires to open extra ports on the firewalls and providers are not jumping to open them.
