connecting two android devices in client/server socket connection

Are there any limitations with connecting two android devices in client/server socket connection or udp connection ?,
Because some reason, I manage to connect them, just when they are in the same Wi-Fi.

Connecting over the cellular mobile network will not work. The mobile network providers (in most cases) do not allow incoming connections.
