Using RGB's for SteelBlue color is close ... maybe adjust RGB's

 Label1.Color = Colors.RGB(70,130,180)   'Steel Blue

No, the colour format is ARGB in Android and BGR in that VB6 example so Erel has rearranged the colour values and added full opacity, A = 0xFF.
