Custom lock screen

Is there a way to create a custom lock screen?

Android doesn't allow you to modify the lock screen. Starting with Android 4.1(?) you can add widgets to the lock screen.

Tell me if this is possible. I want to create an app that acts like a lock screen that uses a picture selected by the user and then records tap and drags by the user. Kinda like the lock screen that uses the dots.

As far as I know there is no reliable (reliable = works on most devices properly) way to create a pseudo lock screen.
