DateTime.ListenToExternalTimeChanges

Does anybody know if the DateTime_TimeChanged() event has some parameters? I am trying to use this new feature and the event keeps firing every ten minutes or so, and I am positive that I am not changing the time on the phone.

There aren't any parameters. This event is raised whenever the OS sends a "time zone changed" event or a "time set" event. I guess that your device is adjusting the time automatically.
