Download libraries and Avatar change

Hi guys. I know that this is probably the 1000th post about this but ... :sign0013: After i registered i tried to choose some avatar for my profile, but couldn't find the place. Then i tried to download some of the libraries here in the forum, but i've got a message, telling me that i am not allowed to download. Why is that ?
