Android Question error: resource android:attr/lStar not found.

I recently reinstalled windows and after a fresh full install following the instructions here, i get this error when compiling an old program.

c:\android\tools\..\extras\b4a_remote\androidx\core\core\1.9.0\unpacked-core-1.9.0\res\values\values.xml:112: error: resource android:attr/lStar not found.
error: failed linking references.

Did I miss a step ?

delete sdk folder and reinstall sdk.

I tried that once, but i redownloaded them AGAIN and this time it worked. Wierd.
