Failure to Initialize 0xc0000135

I have just purchased Basic for Android and followed all of the install instructions. When I launch Basic for android I get the error message Failure to initialize with the error code 0xc0000135. The software has been installed on a clean installation of XP. All of the software installed with out any problems. Am I missing something? Maybe there is a program or driver that I do not have loaded but is assumed to be there.
