Maybe the phone number is not written into the SIM card. Reason why you can not get it.
The only solution, I have found in such cases, is to send your server a SMS message. So you can register the incoming phone number and return an ID stored into your app.
If the client needs registering another time with the same phone number and to avoid piracy, you can use a couple of : Number + ID + IMEI
