I think it was only required when you sell apps or are using in-app purchases.

It's obligated but I've seen apps with in-apps that not have a valid postal address tho.

I don't think they really verify it but just check it's having 50+ chars or so.

you can try

you don't have to look hard to find some who don't follow the rules.

just look at the previously mentioned cheaters like this

who uses multiple accounts with the same support e-mail address but different (fake) postal addresses.
