I have a tablet without GPS built-in, but has WIFI and 3G that use for simulated it.
I try use the gps library but the event 'LocationChanged' not is fired.
Any idea for it?

The GPS library will not work in this case as it only looks for the GPS based location. You should one of the other Location libraries.
